Though there are many skepticisms about the China-Africa cooperation on the ground, in principle, China’s foreign policy towards Africa is based on the following guiding principles: (1) Sincerity, friendship and equality (the political aspect); (2) Mutual benefit, reciprocity and common prosperity (the economic aspect); (3) Mutual support and close coordination (the international aspect); and (4) Learning from each other and seeking common development (the social and cultural aspect). Furthermore, the 2006 White Paper and the FOCAC framework have also made clear that the central goal of China in Africa is rooted in a ‘win-win’ approach that augments the mutual benefits of both entities. However, critics argue that the above-mentioned principles and goals are there just for ceremonial purposes whereby China uses them to meet its voracious economic needs in Africa.
